文法都可以接受,意思也都差不多。find和to find可以說完全相同(前者就是後者省略掉to)。至於to find和finding,在這個上下文來說也沒什麼差別。

說它是語氣助動詞,是因為它相當於must。但have的變化是普通動詞的變化。

what with的意思和用法相當於partly with:「部分原因是…」。裏面應該有省略。what本來是代名詞類。it was不是加強語氣的分類句,因為後面沒有搭配關係子句that...。這個it只是沒有內容的虛字。

如果上文有it的先行詞,那麼it就是普通的代名詞當主詞使用。如果沒有,那麼it就是虛字,沒有內容,當假主詞使用。後面如果有to V...的話,it代表的內容就是to V。up/down to you是介系詞片語當主詞補語。其中up/down是介副詞,修飾to you。

這裏的邏輯關係是「小於」:not as much as(其中not在動詞片語hasn't been裏面)。所以,句子的意思是:「與其要說東南亞陣線被關閉了,不如說它是暫時轉移比較貼切。」
